Two men issued Community Protection Warnings for begging in dangerous 40mph zone

Police officers have issued Community Protection Warnings (CPWs) to two men found begging in the central reservation of St Mary’s Gate, a busy 40mph road in Rochdale.

The warnings, which prohibit begging, sitting, or standing at the location, aim to protect both the individuals involved and road users from potential danger. Officers also moved the men on from the area following the incident.

Sgt Walsh of Rochdale North Neighbourhood said the location, known for heavy traffic throughout the day and night, is particularly unsafe for such activities. He explained: “We have had many complaints from members of the public who feel alarmed when they see these activities taking place.”

The warnings are part of ongoing enforcement efforts to address safety concerns and public complaints. Sgt Walsh stressed that further breaches of the CPWs could result in the issuance of Community Protection Notices (CPNs). Persistent violations may lead to arrests, charges, and subsequent court proceedings.

The police emphasised that partnership engagement is ongoing to support individuals begging in such locations.

This work focuses on addressing potential vulnerabilities while also encouraging the public to contribute to charities instead of giving money directly to those begging, which Sgt Walsh said is often used to purchase drugs and indirectly supports organised crime.

Sgt Walsh reassured the community that neither of the men are homeless and that the CPWs were served at their places of residence.

He urged the public to assist by redirecting their generosity: “Please don’t give money to people who are begging in these areas... Please consider donations to charities instead.”

Enforcement efforts have particularly targeted problem areas like St Mary’s Gate and Edinburgh Way. Sgt Walsh acknowledged ongoing concerns but expressed hope that increased enforcement would bring positive results: “I appreciate that we are still seeing these issues at St Mary’s Gate and Edinburgh Way in particular, but we hope that a recent increase in enforcement will help us reduce the issues going forward.”
