Why the delay in opening the Metrolink extension to the town centre?

With trams now travelling to Rochdale town centre as testing of the overhead line equipment is carried out, many residents and businesses are wondering why the service to town will not be fully operational until next year.
Rochdale Online asked Metrolink why another long delay following the three year disruption that businesses on Drake Street have already endured - sending a number to the wall.
Metrolink said the overhead line equipment has undergone testing but there is a lot more work that needs to be carried out before the line can open.
100 new drivers will need to be trained on the route and all construction needs testing.
As of yet, no date has been set with regards to the opening of the extension line.
A spokesperson for Metrolink said: “There is a long commissioning process.
“As soon as there is a date, we will communicate it to the media and get it out to the public.”
The Rochdale town centre extension continues from Rochdale Railway Station along Maclure Road, down along Drake Street and ends at the new Metrolink stop on Smith Street.
