Community right to bid
Date published: 14 July 2013
Residents can use the Community Right to Bid to ‘pause’ the sale of buildings or land they care about in order to give the community time to develop a bid to buy it.
It is important to nominate land and buildings to be part of a register of ‘assets of community value’ as if something on this register is offered for sale, community groups then have up to six months to prepare a bid.
The community could use the Community Right to Bid to help save shops, schools, sports centres, parks, etc.
These might currently be owned by the Council or another public body, but they could also be owned by a private company or an individual.
The Community Right to Bid for Assets of Community Value was introduced by the Localism Act 2011, and Rochdale Borough Council is to establish a scheme by which communities have the opportunity to nominate land and buildings for listing as “assets of community value” with the aim that if an asset that is listed is put up for sale, community groups are given time to raise finance and bid for it.
