Man arrested for persistent and "dangerous" begging in Rochdale

A man has been arrested in Rochdale for five breaches of a Community Protection Notice (CPN) following reports of persistent begging on the central reservation at the junction of Edinburgh Way and Manchester Road.
The Rochdale North policing team carried out the arrest on the evening of Sunday, 8 December, responding to growing concerns from residents about intimidation and safety risks at the busy location.
Sgt Walsh of Rochdale North explained that the CPN had been issued to address the man’s repeated presence in the area. “Residents have reported feeling intimidated when people are begging in this location,” he said.
He also highlighted the dangers posed by such activities, noting that the individuals are situated on a narrow central reservation flanked by vehicles travelling at 40 mph, adding: “There have been a number of accidents nearby in recent times.
"They are not only putting themselves at risk but are also distracting drivers and causing danger to road users."
The man, who was subsequently charged and bailed with conditions preventing him from continuing these activities until his court appearance, was confirmed to have a permanent residence. Sgt Walsh continued: “I can reassure people that the male is not homeless. After being released from custody, he returned to his home address.
“Prior to enforcement, we have offered support to this male and others begging at this and other locations for any safeguarding issues they may have, as well as giving warnings."
Sgt Walsh also urged the public to reconsider giving money directly to people begging at such locations. “We strongly advise anyone who considers giving money to people begging at this and other locations not to do so, as it is helping to fuel substance misuse and therefore also organised crime.
"It is far better to donate to the many charities who support the genuinely homeless and those suffering from issues such as substance misuse."
This incident underscores the ongoing efforts of Rochdale North officers to balance community safety with compassionate intervention.
