Roadworks, temporary local road closures and restrictions

Information on current and forthcoming roadworks planned to take place across the borough.

Area: Multiple areas
Reason: To hold the 2023 Rochdale Half Marathon, 10K and Fun Run.

Expected start and finish:

  • The temporary closure on the Esplanade will be operative from 6am – 6pm, Sunday 8 October 2023.
  • The temporary closures on St Albans Street, Park Street, Broadfield Stile, Broadfield Street, Drake Street, Mere Street, William Street, Tweedale Street, Lower Tweedale Street, Milkstone Road, Miall Street and Durham Street will be operative from from 10am – 3pm, Sunday 8 October 2023.
  • The temporary closure on Oldham Road will be operative from 9.30am – 12noon, Sunday 8 October 2023.
  • The temporary closures on Canal Street, Hollingworth Road, Rakewood Road and Lake Bank will be operative from 10am – 2pm, Sunday 8 October 2023.
  • The temporary prohibition of pedestrians will be operative from 10am – 3pm, Sunday 8 October 2023.
  • The temporary introduction and suspension of one-way working will be operative from 10am – 3pm, Sunday 8 October 2023.
  • The temporary prohibition of waiting along the Esplanade will be operative from 8pm, Saturday 7 October 2023 – 6pm, Sunday 8 October 2023.

Restriction and location:

Temporary closures of the following roads:

  • The Esplanade – from its junction with Vicars Gate to its junction with Manchester Road, St Mary's Gate and Dane Street.
  • St Albans Street – for its entire length.
  • Park Street – from its junction with St Albans Street to its junction with Broadfield Street.
  • Broadfield Stile – for its entire length.
  • Broadfield Street – from its junction with Broadfield Stile for a distance of 42 metres in a north easterly direction.
  • Drake Street – from its junction with Castlemere Street to its junction with Suffolk Street.
  • Mere Street – from its junction with Drake Street to its junction with Tweedale Street.
  • William Street – from its junction with Mere Street to its junction with Suffolk Street.
  • Tweedale Street – from its junction with Castlemere Street to its junction with Milkstone Road.
  • Lower Tweedale Street – from its junction with Ann Street to its junction with Milkstone Road.
  • Milkstone Road – from its junction with William Street to its junction with Exeter Street.
  • Miall Street – from its junction with Milkstone Road to its junction with Durham Street.
  • Durham Street – for its entire length.
  • Oldham Road – from its junction with Fishwick Street to its junction with Woodbine Street.
  • Canal Street – from its junction with Inghams Lane, for a distance of 200 metres in a north easterly direction.
  • Hollingworth Road – for its entire length.
  • Rakewood Road – from its junction with Hollingworth Road to a point 80 metres south of the unnamed footpath around Hollingworth Lake, rear Lake Bank.
  • Lake Bank – for its entire length.

Temporary prohibition of pedestrians along the following roads:

  • Manchester Road, from its junction with the Esplanade to its junction with Drake Street.
  • The Esplanade – the south side, from its junction with Manchester Road for a distance of 100 metres in an easterly direction.

Temporary introduction of one-way working along the following roads:

  • Vicars Drive – from its junction with St Albans Street for the remainder of its length in a northerly direction. Vehicles will not be permitted to travel along Vicars Drive in a southerly direction between Sparrow Hill and Drake Street.
  • Dowling Street – from its junction with Milkstone Road to its junction with Ann Street in an easterly direction. Vehicles will not be permitted to travel in a westerly direction between Ann Street and Milkstone Road,
  • Ann Street – from its junction with Lower Tweedale Street to its junction with Milk Street in a northerly direction. Vehicles will not be permitted to travel in a southerly direction between Milk Street and Lower Tweedale Street.

Temporary suspension of one-way working along the following roads:

  • Ann Street, from its junction with Dowling Street to its junction with Lower Tweedale Street in a southerly direction.
  • Milkstone Road, from its junction with William Street to its junction with Devon Street in a southerly direction.
  • Temporary prohibition of waiting at any time along both sides of the Esplanade, from its junction with Manchester Road to its junction with Vicar's Gate.

Alternative route: The alternative routes for vehicles will be signed on street.

Rochdale: temporary local road closures and restrictions

Area: Rochdale
Reason: To resurface the road.

Expected start and finish: 8pm – 6am each night from Monday 11 September 2023 – Friday 3 November 2023 or until the work is complete.
Restriction and location:
Temporary closure of the following roads:

  • Manchester Road, from a point 57 metres north of its junction with Kingsland Road for a distance of 1,157 metres in a southerly direction.
  • Queensway, from its junction with Manchester Road to a point 90 metres in a north easterly direction.
  • Please note both roads won't be closed at the same time.

Alternative route: The alternative route for vehicles will be Edinburgh Way, Queensway and Manchester Road.

Reason: To construct a roadway drainage system.

Expected start and finish: Monday 18 September 2023 – Friday 22 December 2023.
Restriction and location: Temporary 10mph speed limit on Over Town Lane for its entire length.

Area: Rochdale
Reason: To resurface the road.

Expected start and finish: Monday 25 September 2023 – Friday 6 October 2023.
Restriction and location:

  • Temporary closure and prohibition of waiting along the old section of Manchester Road, from its junction with Castle Hill Close to a point 350 metres in a northerly direction.
  • Access will be maintained for residents and businesses.

Alternative route: The alternative route for vehicles will be the old section of Manchester Road and the newer section of Manchester Road.

Reason: To repair the road.

Expected start and finish: Monday 9 October 2023 – Tuesday 10 October 2023.
Restriction and location: Temporary closure of Alma Street, from its junction with Clementina Street for a distance of 63 metres in a northerly direction.
Alternative route: The alternative route will be signed onsite.

Area: Rochdale
Reason: To install a replacement water valve in the road.

Expected start and finish: 8am, Saturday 14 October 2023 – 5pm, Sunday 15 October 2023.
Restriction and location: Temporary closure of Clayton Street, from its junction with Halifax Road to a point 30 metres in a westerly direction.
Alternative route: The alternative route for vehicles travelling east along Clayton Street will be Halifax Road, Henderson Street and Division Street.

Reason: To resurface the road.

Expected start and finish: Monday 16 October 2023 – Monday 20 November 2023.
Restriction and location: Temporary closure of Cliff Street for its entire length, from its junction with Dean Street to its junction with Cook Street.
Alternative route: The alternative route will be signed on street.

Area: Rochdale
Reason: To install new telecommunications equipment in the road.

Expected start and finish: 9.30am – 3.30pm, Thursday 19 October 2023.
Restriction and location: Temporary closure of Thrush Street, from a point 19 metres north of its junction with Beaufort Street for a distance of 25 metres in a northerly direction.
Alternative route: The alternative route for vehicles is Beaufort Street, Rooley Moor Road and Bentinck Street.

Area: Rochdale
Reason: To replace a waste water manhole cover in the road.

Expected start and finish: 9.30am – 3pm, Tuesday 19 October 2023.
Restriction and location: Temporary closure of Checham Avenue, from its junction with Avondale Court for a distance of 15 metres in an easterly direction.
Alternative route: The alternative route for traffic will be Manchester Road, Thornham New Road and Chatburn Avenue.

Area: Rochdale
Reason: To install an electric main in the road.

Expected start and finish: Monday 23 October 2023 – Sunday 29 October 2023.
Restriction and location:

  • Temporary one-way working on Gale Street, from its junction with Whitworth Road to a point 35 metres east of the junction.
  • This will only affect vehicles travelling west, eastbound vehicles won't be affected.

Alternative route: The alternative route for westbound vehicles will be Norden Road, Dewhirst Road, Binns Nook Road, Fieldhouse Road and Whitworth Road.

Area: Rochdale
Reason: To install a new waste water manhole cover in the road.

Expected start and finish: 9.30am – 3.30pm, Monday 30 October 2023.
Restriction and location: Temporary closure of Scarfield Drive, from a point 10 metres north of its junction with Highfield Road for a distance of 30 metres in a southerly direction.
Alternative route: The alternative route for vehicles will be Elsmfield Avenue, Shelfield Lane, Bagslate Moor Road, Clay Lane and Newhouse Crescent.

Area: Rochdale
Reason: To hold the Rochdale Bonfire and Firework Display.

Expected start and finish: 6pm – 9pm, Thursday 2 November 2023.
Restriction and location:
Temporary closure of the following roads:

  • Greenbank Road, from its junction with Whitworth Road to its junction with Eva Street.
  • Dewhirst Road, from its junction with Greenbank Road to its junction with Binns Nook Road.
  • In addition, vehicles will be prohibited from waiting and loading at any time along the south side of Fieldhouse Road for its entire length.

Alternative route: There is no alternative route for vehicles.

Reason: To install telecommunications ducting in the road.

Expected start and finish: Saturday 25 November 2023 – Sunday 26 November 2023.
Restriction and location: Temporary suspension of the mandatory cycle lane on Mellor Street, from a point 112 metres south of its junction with Bridgefold Road for a distance of 136 metres in a northerly direction.

Middleton: temporary local road closures and restrictions

Area: Middleton
Reason: To replace gas mains in the road.

Expected start and finish: Monday 18 September 2023 – Wednesday 4 October 2023.
Restriction and location:
Temporary closure of the following roads:

  • Hall Drive, from its junction with Manchester New Road for a distance of 40 metres in a westerly direction.
  • Ivy Drive, from its junction with Manchester New Road for a distance of 30 metres in a north westerly direction.

Alternative route:

  • The alternative route for vehicles to access Hall Drive will be Manchester New Road, Woodlands Way and Hall Drive.
  • The alternative route for vehicles to access Ivy Drive will be Manchester New Road, Woodlandfs Way, Hall Drive and Ivy Drive.

Area: Middleton
Reason: To resurface the carriageway.

Expected start and finish: 8am – 5pm each day, Monday 18 September 2023 – Monday 16 October 2023.
Restriction and location: Temporary closure of Finlan Road, for its entire length. Access will be provided and safe to do so.
Alternative route: Alternative routes will be provided if required and safe to do so.

Area: Middleton
Reason: To resurface the road.

Expected start and finish: Saturday 21 October 2023 – Sunday 29 October 2023.
Restriction and location:

  • Temporary closure of Evesham Road, from its junction with Boardman Fold Road to its junction with Arden Avenue.
  • Access will be provided if required and it's safe to do so.

Alternative route: Alternative routes for vehicles will be signed on street when the closure is in operation.

Area: Middleton
Reason: To carry out water works in the road.

Expected start and finish: Saturday 28 October 2023 –Sunday 29 October 2023.
Restriction and location:

  • Temporary closure of Grimshaw Lane, from its junction with Sandy Lane for a distance of 45 metres in a north westerly direction.
  • Temporary suspension of one-way working along Albany Street, Dale Street and Wood Lane.

Alternative route: The alternative route for vehicles will be Grimshaw Lane, Townley Street, Oldham Road, Middleton Road, Broadway, Hollinwood Avenue, Victoria Avenue East, and Greengate.

Heywood: temporary local road closures and restrictions

Area: Heywood
Reason: To facilitate highway improvements.

Expected start and finish: Friday 16 June 2023 – Friday 5 April 2024.
Restriction and location: Temporary 20mph speed limit on Pilsworth Road, from its junction with Moss Hall Road to the Heywood Distribution Park entrance.

Reason: To carry out urgent works to the water main.

Expected start and finish: Monday 18 September 2023 – Monday 9 October 2023.
Restriction and location: Vehicles aren't permitted to turn right from Hill Top Road onto Queen Elizabeth Way.

Reason: To repair the road.

Expected start and finish:

  • 8am – 4.30pm, Thursday 12 October 2023.
  • 8am – 4.30pm, Friday 13 October 2023.

Restriction and location: Temporary closure of Adelaide Street, from its junction with John Street to its junction with Miller Street.
Alternative route: The alternative route for vehicles will be Miller Street, Clarke Street and John Street.

Area: Heywood
Reason: To lay a new water main and new connections to it.

Expected start and finish:

  • The temporary prohibition of vehicles order affecting Sycamore Avenue will be operative from 9.30am – 4.30pm each day from Monday 16 October 2023 – Monday 23 October 2023 as required.
  • The temporary prohibition of vehicles order, temporary one-way working and temporary prohibition of left turn orders affecting Glamis Avenue, Coronation Avenue and Middleton Road will be operative from 7.30am, Monday 16 October 2023 – 6.30pm, Monday 23 October 2023.

Restriction and location:

  • Temporary closure of Sycamore Avenue, from its junction with Middleton Road for a distance of 25 metres in a north easterly direction.
  • Temporary closure of Glamis Avenue, from its northerly junction with Middleton Road for a distance of 23 metres in an easterly direction.
  • Temporary one-way working in a southerly direction along Middleton Road, from its junction with Sycamore Avenue for a distance of 79 metres. Vehicles won’t be allowed to travel in a northerly direction along Middleton Road from its junction with the roundabout with Coronation Avenue and Middleton Road to its junction with Sycamore Avenue.
  • Vehicles won’t be allowed to turn left from the Coronation Avenue and Middleton Road roundabout onto Middleton Road in a northerly direction.

Alternative route:

  • There is no alternative route for vehicles wishing to access Sycamore Avenue.
  • The alternative route for vehicles wishing to access Glamis Avenue will be Middleton Road and Glamis Avenue.
  • The alternative route for vehicles travelling along Middleton Road in a northerly direction and wishing to continue over the Coronation Avenue and Middleton Road Roundabout onto Middleton Road is Coronation Avenue, Manchester Road and Middleton Road.

Restriction and location: Temporary closure of Hall Street, from its junction with Schofield Street to its junction with Manchester Street.
Alternative route: The alternative route for vehicles will be Manchester Street, Burns Street and Schofield Street.

Alternative route: The alternative route for vehicles will be Manchester Road, Victoria Street and Gregge Street.

Pennines: temporary local road closures and restrictions

Area: Pennines
Reason: To facilitate access for heavy equipment and machinery.

Expected start and finish: Monday 10 April 2023 – Tuesday 10 October 2023.
Restriction and location:
Prohibition of waiting for vehicles at any time along:

  • Riverstone Bridge, both sides for its entire length.
  • Railway Street, both sides from its junction with Peel Street for the remainder of its length in a south westerly direction.

Reason: To facilitate new highway development.

Expected start and finish: Thursday 5 October 2023 – Wednesday 1 November 2023.
Restriction and location: Temporary closure of Wildhouse Lane Old Section, from its junction with Wildhouse Lane to its junction with Birchinley Lane.
Alternative route: The alternative route for traffic will be Wildhouse Lane and Wildhouse Lane Old Section.

Area: Pennines
Reason: To replace a defective frame and cover in the road.

Expected start and finish: 9.30am – 2.30pm on Wednesday 11 October 2023.
Restriction and location: Temporary closure of Cedar Lane, from its junction with Laburnum Lane to its junction with Granville Court.
Alternative route: The alternative route for vehicles will be Newhey Road, Bentgate Street, Sycamore Avenue and Cedar Lane.
