Detective from Rochdale convicted of sexually assaulting colleagues

A police officer living in Rochdale has been found guilty of sexually assaulting colleagues while serving in Greater Manchester Police (GMP). Detective Sergeant Richard Mills, aged 41, was convicted of two counts of sexual assault following a two-week trial at Liverpool Crown Court.

The incidents involved offences against a GMP police officer and a member of staff.

GMP’s Professional Standards Directorate built the prosecution case following an extensive investigation into DS Mills.

He first came to the attention of GMP’s internal investigation team in 2016 after a report from a staff member. Detectives began investigating allegations of sexual assault and gross misconduct, which led to Mills being relocated from Chadderton Police Station to the Crime Coordination Unit in Nexus House.

In March 2023, Mills made inappropriate comments of a sexual nature in an open working environment, within earshot of several colleagues. These remarks prompted numerous complaints and drew the attention of the Professional Standards Directorate.

Amid these complaints, a police officer came forward and disclosed that Mills had sexually assaulted her in 2020.

In both cases, Mills grabbed his co-workers’ hands and forced them to touch his genitals over his trousers.

Mills was suspended from duty on 27 March 2023 and was charged with five counts of sexual assault on 20th July 2023. During police interviews, Mills denied the offences and refused to comment further when questioned.

After being found guilty on 20 December 2024, Mills faced an accelerated misconduct hearing to address his behaviour.

Detective chief inspector Iqbal Ahmed of GMP’s Professional Standards Directorate commented on the case, stating: “Our investigation into DS Mills uncovered alarming circumstances, whereby Mills preyed on women in the workplace who were just trying to do their jobs, and sexually assaulted them.”

Ahmed acknowledged the victims’ courage in coming forward, saying: “His brazen actions ultimately led to his downfall, as discussions around inappropriate conduct and sexualised behaviour unearthed criminal offending and provided victims with the courage and readiness to support proceedings. I commend their bravery for coming forward and telling us what happened.”

GMP’s investigation involved interviews with 37 officers and staff who had worked with Mills, as well as gathering testimonies and substantial evidence.

Ahmed emphasised GMP’s commitment to maintaining a safe workplace. “The workplace should be a safe and inclusive environment, and anyone who interferes with this will be dealt with appropriately,” he said.

“Mills is now a convicted sex offender, and while we are aware any outcome won’t undo the distress Mills caused, it is our hope today’s result may provide a sense of closure to anyone affected by him.”

The force reiterated its dedication to upholding professional standards and rooting out individuals unworthy of public service.

Mills is expected to face further disciplinary measures during the misconduct proceedings.
