No parking proposals for Rooley Moor Road

A traffic regulation order restricting parking has been proposed for Rooley Moor Road.

Requested by former councillor Cecile Biant in January 2018, a traffic survey on Rooley Moor Road aimed to identify potential locations along the length of the road for new waiting restrictions, as due to ‘indiscriminate parking’, flow of traffic and visibility at junctions and bends is affected.

A proposal has now been drafted, including restrictions around each junction along Rooley Moor Road, which you can view here:

Parking is currently unregulated along the majority of its length except near the junctions of Edenfield Road, Ings Lane, Marlborough Street and Balfour Road

The proposed traffic regulation order proposes no waiting for a minimum of 10m at the junctions of, and including:

  • Edenfield Road
  • Preston Street
  • Blair Street
  • Belgrave Street
  • Blenheim Street
  • Woodstock Street
  • Patience Street
  • Beaufort Street
  • Bentinck Street
  • Tenby Street
  • Churchill Street
  • Ings Lane

Rochdale Borough Council’s statement of reasons for making the order state: “Particular problem areas identified are around the bend to the north of Tenby Street and in the vicinity of Churchill Street. The vertical and horizontal alignment of the road at these locations combined with the on-street parking activity reduces forward visibility, making these sections of the route awkward to negotiate.

“The proposal also includes the provision of new restrictions around each junction along the route.

“This will increase visibility for motorists emerging from each side road and maintain two-way traffic flow into and out of each side road, thereby reducing the likelihood of shunt accidents along the main road.

“The proposed restrictions will make improvements to traffic flow and increase forward visibility in the vicinity of the bend, increase visibility at junctions and maintain two-way traffic flow into and out of each side street.

“The restrictions will also enable buses to access the stops parallel to the kerb to enable passengers to board and alight safely. The restrictions will also protect crossing points at each junction.”

A copy of the proposed order and a map showing the lengths of roads concerned, together with the council’s statement of reasons for making the order, may be inspected at the Customer Services Centre, Ground Floor, Number One Riverside, Smith Street, Rochdale OL16 1XU during normal office hours, viewed on the council’s website, or by phoning Highways on 0300 303 8879.

Objections to the proposed order, stating the grounds on which they are made, must be made in writing and forwarded to trafficorders@rochdale.gov.uk or, alternatively, to Network Management, Floor 2, Number One Riverside, Smith Street, Rochdale, OL16 1XU to reach the council on or before Wednesday 11 September 2019, quoting H60/1289.
