Middleton Township Committee meeting as it happened

The open forum starts the meeting. 30 minutes are set aside for any public questions or queries.

Representatives from Transport for Greater Manchester are in attendance to discuss issues in relation to bus changes.

Issues in relation to anti social behaviour and alley gating are discussed.

A presentation regarding the current budget challenge is next. The council have created an animation to help with public engagement in relation to the budget.

The savings proposals for 2016-2017 and 2017-2018 are next. It is estimated that Rochdale Council has to make £37 million in savings over the next two years.

Councillor Carol Wardle states that there are 7,000 households across the borough that don’t recycle cardboard paper and believe that fines should be in place for those who don’t recycle it, as it is the easiest thing to recycle.

The Middleton Town Centre Management Limited Grant is next.

A report to councillors explains the work carried out by the Middleton Town Centre Management for 2104/2105. In 2014/2015 RMBC/Middleton Township was awarded £35,000 for Middleton Town Centre management to fulfil the function of providing business support and organising the event around Middleton Town Centre during the year.

Spring Vale Area Middleton – Objection to Traffic Regulation Order is next.

A report to councillors is to advise them of objections received to the proposed introduction of a number of ‘No Waiting At Any Time’ and ‘No Loading At Any Time’ restrictions on parts of Spring Vale Area, Middleton.

Councillors are asked to consider whether the proposed Traffic Regulation Order be implemented in light of the representation received.

Middleton Conservation Area capital works and S106 funding is next.

A report to councillors is seeking approval to transfer funds from the approved Middleton Town Centre public realm capital programme to fund costs that are ineligible for Townscape Heritage Initiative grant funding in the Edgar Wood and Middleton Townscape Heritage initiative project.

It is also to seek approval to allocate equivalent S106 open space contributions ring fenced for local open space improvement within the Middleton Township into the public realm capital programme to be allocated to works within the Town Centre, which meet the criteria for the use of these S106 monies.

Councillors agree the report.

Section 106 – Langley Open Space Improvement is next.

Councillors are asked to approve the allocation of £6,871 of Open Space Contributions to fund projects identified.

Projects include:

  • Windermere Road Verge Protection (£1,800) – 60m of timber knee rail to protect informal grass area outside of the primary school from damage from vehicles and protect users of the space from vehicles.
  • Wood Street Verge Protection (£2,751) – Installation of 52m of timber knee rail, including removal of four bollards to protect informal grass verge area outside of the primary school from damage from vehicles and to protect users of the space from vehicles.
  • Bowlee Allotments Improvements (£2,500) – Improvement of facilities for allotment users, including the provision of a new water supply. The cost of water will be met through the charge to individual allotment holders.

An Armed Forces report is next.

Councillors are informed of the work carried out in relation to the Armed Forces family since the Council signed the Armed Forces Community Covenant in November 2012. They are also given the opportunity to address Caen Matthews, the Armed Forces Support Officer.

Councillors praise the work undertaken by Mr Matthews and Councillor Alan McCarthy in relation to the Armed Forces.
