Heywood Township Committee meeting as it happened

The open forum starts the meeting.

Issues including bins, fly tipping, public toilets and Heywood tip are discussed.

Guidelines and timetables for the budgets are presented to councillors.

Land at Chamber House Farm, Rochdale Road East, Heywood is next.

The report presented to councillors is to seek approval to release land at Chamber House Farm for the purpose of development of a solar farm and for the disposal of the land. The land is currently used for grazing purposes and is subject to three grazing tenancies generating a modest income for the Council. The Council is committed to green energy and is aiming to become the greenest authority in the country, whilst bringing in revenue and helping the Authority to become more energy self-sufficient.

Councillors agree to the option, which would see the Council develop the site as a wind farm and retain and operate it in perpetuity.

Objection to Traffic Regulation Order (TRO) at Manchester Street, Heywood is next.

The report is to advise councillors of objections received to a proposed introduction of ‘No Waiting At Any Time’ restrictions on parts of Manchester Street, Heywood and various streets in the North Heywood ward.

Councillors agree to continue with the TRO as planned.

The Key Route Network is next.

The report to councillors informs them of the decision of the Greater Manchester Combined Authority (GMCA) for the introduction of a Key Route Network (KRN) on strategic integrated highways across Greater Manchester. The report also advises members of the management arrangements, in partnership with Transport for Greater Manchester (TfGM), for introducing a Greater Manchester KRN, which will be managed and funded centrally forming highway corridors and routes across Greater Manchester that will support the Greater Manchester Strategy and enable growth.

The Need for Extra Reception Class Places 2015-2018 is next.

St Luke’s and St Joseph's are the schools being considered for extra places but Councillor Rush is concerned that there is not enough room at St Luke’s.

Councillors agree the report.

The Need for Extra Special School Places – Consideration of consultation responses and Publication of Statutory Proposals is next.

The proposals would see Newlands school capacity increase from 100 to 116, Springside School capacity increase from 100 to 116 and Redwood Secondary School 11-16 provision increase by 32 and to add 30 places at a site in Middleton.

Councillors agree the report.

The Heywood Township Plan 205/2016 is next.

The report provides councillors with details of work undertaken in the context of the Heywood Township plan during 2014/15 and to ask them to approve the plan for 2015/16. The report informs councillors of schemes and projects, funded and coordinated by Heywood Township in response to the priorities identified in the Township Plan.
