Middleton Township Committee meeting as it happened

Date published: 16 July 2015

Thursday 16 July

The agenda includes the key route network, budgets and school places.

The open forum is first.

Questions are addressed in relation to selling cars on the public highway and highways obstructions.

The budget for 2016/17 to 2018/19 Guidelines and Timetable Budget Presentation is next.

Councillors are asked to approve the proposed timetable and planning process for setting the 2016/17 Budget and the Provisional Budget for 2017/18 and 2018/19.

Councillors note the report.

The Key Route Network is next.

Councillors are asked to note the schedule and proposals for introducing the GM Key Route Network within Rochdale and across Greater Manchester.

Transport for Greater Manchester recently took over the key route network, but Rochdale Council has control over it. Key routes in Middleton include Long Street, Ashton roundabout and Oldham Road.

Councillors note the report.

The Need for Extra Special School Places – Consideration of consultation responses and Publication of Statutory Proposals is next.

The report asks for the views of councillors on the statutory proposals for the provision of extra school places at Redwood Secondary School, Newlands Special School and Springside School.

Councillors describe the report as “exceptional”.

The Need for Extra Reception Class Places for 2015-2018 is next.

Councillors are asked to consider the report and give their views on the strategy and proposals to make any expected increase in demand for reception classes in September 2018.

The report states that in recent years there has been a continuing increase in the number of children born across the Borough, who in turn will want reception class places. Data presented to councillors shows that there are different demand pressures in each township and that provisional data indicates that there is a decrease in the number of children born for admission for primary school in September 2018.

Councillor Terry Linden raised some concerns in relation to the impact that increasing Bowlee Community Primary School numbers would have.

Councillor Neil Emmott states that this needs to happen.

Councillors note the report.

The Township Plan 2015-16 is next.

The plan provides details of work undertaken in the context of the Township Plan during 2014/2015 and asks councillors to approve the plan for 2015/16.

Councillors agree the report.

Meeting ended.
