Councillors start by discussing the need for extra special school places.

The report asks councillors to consider whether to publish the statutory proposals for the provision of extra places at Redwood Special School, Newlands Special School and Springside Special School, taking account of the responses to the recent public consultation, which were all in support of the plans.

Rochdale Council Cabinet is recommended to approve the publication of statutory proposals for:

  • The enlargement of Newlands Special School from 100 places to 116 places with effect from September 2016.
  • The enlargement of Springside School from 100 places to 116 places with effect from September 2016.
  • The enlargement of Redwood Special School from 225 places to 287 places and the provision of an additional site at Kenyon Lane, Middleton.

The 2014/2015 Childcare Sufficiency report asks councillors for approval of the 2014/2015 Childcare Sufficiency report as required by the Childcare Act 2006. Local Authorities are required by legislation (under the Childcare Act 2006) to assess the local childcare market and to secure sufficient childcare.

The Highways Minor Works Programme outlines two programmes across the borough. The purpose of the report is to inform the Cabinet of the Greater Manchester Local Growth and Reform – Minor Works Funding available for 2015/16. The report recommends that the Minor Works funding of £1,200,000 is allocated for the 2015/2016 Highways Capital Programme schemes though the GM Local Growth Fund Process.

The Key Route Network report informs councillors of the decision of the GMCA for the introduction of a Key Route Network (KRN) on strategic integrated highways across Greater Manchester. On 1 April 2015 Transport for Greater Manchester (TfGM) took over responsibility for the KRN. The GM Growth Deal in July 2104 included a commitment in principle for Greater Manchester to identify a KRN of local authority roads for unified management in the interest of the growth agenda.

This has presented opportunities to strengthen the case for Highways Investment and gain more influence over Highways England’s operations and spending priorities on the motorway network.

The Revenue Overturn report for 2014/15 informs councillors and the Corporate Overview and Scrutiny Committee on the council’s revenue financial position as at the end of the 2014/15 financial year.

The Capital Finance Outturn report for 2014/15 updates councillors and the Corporate Overview and Scrutiny Committee on the council’s Capital financial position and enables decision-making and action where appropriate in respect of that position.

The Capital Finance outturn is currently at £84million, which is an increase of £4.2 million.

The Savings Financial Outturn report for 2014/15 informs councillors and the Corporate Overview and Scrutiny Committee on the Council’s saving proposals financial position at the end of the 2014/15 Financial Year. The report states that a total saving of £4.9 million has been made.

The Collection Fund Outturn report for 2014/15 informs councillors and the Corporate Overview and Scrutiny Committee of the Council’s Collection Fund position as of the end of the 2014/15 financial year.
