The open forum is first but there are no questions from the public. One resident thanks Councillor Malcolm Boriss and Steve Reay from Highways for helping him with an issue surrounding parking.

A presentation regarding the Coroner’s Service is next. The Coroner is an independent judicial officer funded and supported by the Local Authority. Rochdale falls under Greater Manchester North and hosts the service for Rochdale, Oldham and Bury.

The waste collections for Christmas and New Year are next. As the collection for Middleton falls on a Tuesday, the service will not be affected.

The Highways Capital Programme for Middleton is next. There is a lot of work being undertaken on Oldham Road, which takes up a lot of the budget. £13,300 is being used for road markings and £20,000 is being used for patching work.

Councillors agree the report.

The Revenue Budget is next. The committee received an update on the 2015/2016 and 2017/2108 Revenue Budget.

Councillors agree the report.

The Proposed Discretionary Fees and Charges for 2015/2106 are next. The five financial areas in the council present reports to the committee, which show a 2% increase in charges.

Councillors agree the report.

Guidelines and Standards for Residential Development and Hot Food Takeaway Uses Supplementary Planning Documents is next. The drafts are for consultation.

The residential document is a refresh of an old document. The Hot Food Takeaways document is a new document, which presents guidelines to hot food takeaways, including a restriction of hot food takeaways to a 400-metre buffer around Secondary Schools.

Councillor Peter Joinson welcomes the guidance for hot food takeaways and adds “it will help concentrate on the health and well being of residents”.

Councillors agree the report.

The Appointment to Outside Bodies is next. Councillor Alan Godson is selected for Middleton Foodbank and Councillor June West is selected for Middleton Tow Centre Management.

Meeting ended.
