The open forum is first.

Barry Cropper asks for the minutes from the Akzo Nobel public meeting in January to be made public. It is understood that the minutes from the meeting will be online from today (Wednesday 5 November).

Mr Cropper also asks for information regarding traffic regulation orders in place. He says that a number of them are worded incorrectly making them illegal.

An update from GMP is next.

The police state that statistics show that there has been an increase in Anti Social Behaviour but visibly they are seeing a decrease.

A report regarding the Coroners Service is next. The Corners Service is funded by the council and is based at the Phoenix Centre in Heywood.

The Highways Capital Programme is next. The programme has been produced on a number of recommendations and information collected from areas in the Pennines.

The Revenue Budget report is next. Taking into account a freeze in Council Tax, the inclusion of single tier pension, funding of the Discretionary Crisis Fund and the Local Council Tax support scheme, the funding budget for 2015/2016 is £55.6 million.

The Discretionary Fees and Charges for 2015/2016 are discussed next. There is to be an increase of 2%.

The waste collections for Christmas and New Year are discussed next.

With collections in the Pennines falling on Boxing Day (Friday 26 December) a collection will take place on Monday 29 December. For those who have collections scheduled for Christmas Day (Thursday 25 December), a collection will take place on Saturday 27 December.

The council hopes to provide a "quality service with as little disruption as possible" over the festive period.
