One man in his mid-20s was arrested on suspicion of possession of a class B drug while two women, aged 19 and 47, received cannabis cautions.
Raids were carried out at houses on the following streets:
Hartlebury, Rochdale
Manchester Road, Rochdale
Hilltop Drive, Rochdale
Ansdale Road, Rochdale
Goodrich, Tweedale Street, Rochdale
Chatburn Avenue, Rochdale
Sergeant Shoheb Chowdhury, based at Rochdale, said: "Today's action follows complaints about drug dealing from members of the local community. We will always act on any credible information that assists us in ridding our communities of this kind of criminal behaviour.
"It is important that when people report suspicions to us, they know, if they don't see police acting immediately that it is because we are working to develop as strong a case as possible.
"The warrants executed this morning will not be the last of this type in the area as we aim to continue to target those individuals who think they are above the law.
"We will continue to crack down on drugs activity in our neighbourhoods.
Anyone who is concerned about drug dealing in their area should ring Greater Manchester Police on 0161 872 5050 or the independent charity Crimestoppers, anonymously, on 0800 555 111.
