Rochdale Council ranked best in the region in controversial list

Date published: 29 May 2024

Rochdale Council was ranked the best local authority in Greater Manchester in a list which sparked controversy with other councils.

The list, compiled by The Times using data from the Office for Local Government (Oflog) – caused backlash from other local authorities, who said the use of the data was 'ill timed' and 'inaccurate'.

Regardless, the list showed Rochdale as 57th, making it the best in the region.

Council leader, Councillor Neil Emmott said: “The data showed Rochdale to be the best performing council in Greater Manchester, across areas like waste management; corporate and finance; planning and roads; and adult social care.

“However, this is no time for complacency. To stand still is to go backwards, so over the coming weeks and months we will build on that proud record of delivery, with further regeneration projects, ambitious investment plans, continued cost of living support, and a council that is on your side.

He added: “Our high ranking was a ringing endorsement of our outstanding, value for money services and how they are making a positive difference to our residents’ lives.”

A Rochdale Borough Council spokesperson said: “It is pleasing to be recognised as one of the strongest performing councils in the country and a testament to our hardworking staff who deliver high-quality public services in often challenging circumstances.

“We are proud to serve our borough and will continue to do our very best for our amazing residents and businesses.”

Some other councils in the region have joined the Local Government Association (LGA), raising the fact that the article was released during a pre-election period – when councils are limited in what they can respond with.

The Times’ methodology explained that it chose these categories as the council can control the outcome, such as the number of planning applications completed on time.

Here’s how all the Greater Manchester councils ranked out of 317:

  • Rochdale: 57th
  • Wigan: 93rd
  • Bolton: 97th
  • Bury: 119th
  • Oldham: 129th
  • Trafford: 140th
  • Tameside: 153rd
  • Stockport: 174th
  • Salford: 194th
  • Manchester: 297th
