Fourth planning application lodged for controversial Long Street property

A fourth planning application has been lodged for a controversial property on Long Street in Middleton.
The latest application for 71-73 Long Street has proposed a change of use of the first and second floors of the building, from office use to residential, including the stairwell to the ground floor.
10 single bedroom flats have been proposed for the building, which has seen three previous applications for a house in multiple occupation (HMO).
The previous most recent application, for a 16-bedroom HMO across the first and second floors of the three-storey building, was withdrawn in May, just weeks after it was submitted by Hafeez Khan, of Cheadle.
Planning permission for a HMO had been refused on two prior occasions, on the grounds of an unacceptable living environment due to ‘limited floor space’, ‘cramped and substandard communal areas’ and ‘the proximity of shared bathroom facilities to bedroom and kitchen areas.’
Despite this, as of 18 September 2018, the property, located within a conservation area, remains for sale online through Open Door as a ’16-bedroom commercial property for sale with planning permission in process.’
Planning officers also noted ‘insufficient provision’ was made for storing refuse and recycling containers.
Additionally, the proposal was ‘considered contrary’ to ‘Guidelines and Standards for Residential Development’ Policy of the adopted Rochdale Core Strategy and the National Planning Policy Framework.
14 objections have currently been received for the latest application.
