Residents are moving in to the new block of eleven apartments that has just been completed on the Strand.
The two bed homes for rent have been built by Rochdale Boroughwide Housing (RBH) to a high specification.
Local councillor and council leader Richard Farnell said: "This is yet more good news for Kirkholt. The estate is undergoing a renaissance with all the new investment, improvements and new houses being built.
"The new apartments are just what are needed, offering more specialist accommodation for the over 55s and for people with physical disabilities."
The apartments have been built across from the new community hub, new shops and more new apartments under development.
Councillor Kathleen Nickson said: "The new apartments are incredibly smart. They're right next to blocks of existing flats which recently underwent a £800,00 improvement.
"As local councillors we have worked really hard for several years to secure much needed investment right across Kirkholt. It's nice to see it all coming to fruition."
Councillor Daniel Meredith added: "There is a shortage of good, quality social housing in Rochdale and I'm pleased to see new homes for rent being built here on Kirkholt."
Other improvements planned for the area include a new community room and sports changing in facilities at Balderstone Library in the park, and 500 new affordable starter homes are being built on the old Balderstone and Hill Top school sites.
