Three caught and fined for fly-tipping

Three residents have been ordered to pay fines and costs totalling more than £1,000 after Rochdale Borough Council investigations linked them to dumped rubbish.

All three defendants pleaded guilty to one offence contrary to s34 (2A) of the Environmental Protection Act following the discovery of waste from their homes fly-tipped at various locations across the borough.

Marie Carr of Wolsey Street, Heywood, was ordered to pay £553 after waste from her property was found fly-tipped on land near Heywood Cricket Club in Heywood. Ms Carr told Bury & Rochdale Magistrates Court that she paid an unnamed individual £40 to take the waste to the tip.

Debra Quinn of Cooper Fold, Middleton, was ordered to pay £145 after waste from her property was found fly-tipped on waste land at Cooper Fold. Ms Quinn told the court that she had asked her 16-year-old grandson to clear her garden for her.

Claire Louise Fitzpatrick of Brookside Crescent, Middleton, was ordered to pay £365 after waste from her former home at Holborn Street, Rochdale, was found fly-tipped outside Brimrod Primary School.

Councillor Neil Emmott, Rochdale Borough Council Cabinet Member for Environment, said: "Fly-tipping like this costs the council and taxpayers a huge amount of money to deal with.

"Residents have a duty of care to ensure their waste is collected and disposed of correctly by a licenced person. Only people who are licensed by the Environment Agency are allowed to charge people for removing their waste. We would advise anybody who needs to get their waste removed to check the credentials of the person they're hiring and ask to see their licence. Legitimate traders will be more than happy to produce their licenses and to provide legitimate receipts."
