Cleggsworth Care Home rated as ‘good’ after being put into special measures last year

Cleggsworth Care Home, in Littleborough, has been rated good by the Care Quality Commission (CQC) after being deemed inadequate last year and put into special measures.

Following an inspection in November 2015, the home has now been taken out of special measures and staff have ensured that all improvements suggested by the CQC have been implemented.

The inspection was an unannounced inspection that took place on 12 November 2015. During the inspection the CQC found that the home had met the warning notices previously given to them, requirement action had been complied with and significant improvement had been made. As a result of these actions, the home could be removed from 'special measures'.

At the time of the inspection the home did not have a registered manager, however records showed that the current manager has made an application to register with the CQC – a registered manager is a person who has registered with the CQC to manage the service.

The CQC noted that improvements had been made in staffing levels. Inspectors saw that four care workers were on duty between 8am and 8pm and since the last inspection, a senior care worker was on duty during these times, providing cover between both floors, which is an increase in staffing levels.

Inspectors also found that call bells and requests for assistance were answered promptly and there was sufficient staff to meet people’s needs.

The home was found to be clean and equipment was serviced and maintained. Areas of the home had been redecorated and new furnishings and fittings had been purchased. There was also a planned programme of ongoing improvements.

People who spoke to inspectors felt safe at the home and policies and procedures were in place to safeguard people from abuse and staff had received training in safeguarding. This meant that staff were able to tell inspectors how to identify and respond to allegations of abuse.

Staff were safely recruited and received the training and support that they needed to carry out their roles effectively. Staff told inspectors that they liked working in the home and were positive about the improvements the new manager had made.

Safe systems were in place for managing medicines and people’s care records were detailed and person centred. They contained good information to guide staff on what was important and the care and support people required. Risks to people’s health and well-being were identified and plans were in place to reduce or eliminate the risk.

Procedures were also in place to prevent and control the spread of infection.

Systems were in place to ensure that all necessary health and safety checks were completed and there were procedures in place to guide staff in the event of an emergency that could affect the provision of care, such as loss of gas, electricity, heating or breakdown of essential equipment.

Inspectors also found that there was a robust system in place for quality assurance. Weekly and monthly checks had been introduced to assess, monitor and review the service and records were kept of any issues or concerns and any actions taken to address them.

There was a system in place for dealing with complaints about the service. People told the inspectors that complaints were acted upon and they had confidence that the manager would deal with any concerns.

Joe Heinz, Director of Cleggsworth House, said: “We are very pleased that the hard work of the manager and staff at Cleggsworth House has now been reflected in the recent CQC report.

"Under the new inspection process a home can be rated as either inadequate, requires improvement, good or outstanding. We are the first care home to go from an inadequate rating straight up to a good rating, effectively missing the requires improvement rating in between, thereby evidencing the significant and substantial progress in a short space of time.

“We always remained confident in our improvement plan and now that we have a fantastic manager in post we feel the home will go from strength-to-strength. It's reassuring that this home, as well as our sister home, Belvoir, in Rochdale, are both rated good.

“We feel this also evidences that our previous issues were not down to the provider or staff.

"Irrespective of the good rated report we are still continuing to work with the manager to aim for our next report to be rated outstanding.

"We would like to take this opportunity to thank Wendy Estlick, the manager who embraced the challenge, and all of the wonderful staff at Cleggsworth for their hard work and loyalty throughout what has been a difficult time.”
