Sam O’Neil given Criminal Anti-Social Behaviour Order

Date published: 09 February 2015

Sam O’Neil, (07/08/1994) from Rochdale, has been given a Criminal Anti-Social Behaviour Order (CRASBO).

O’Neil was handed the two year order on 27 January 2015 after he was convicted of burglary.

The CRASBO gives authorities a tool to deal with individuals who behave persistently in an anti-social way or those who are engaged in criminal activity.

The order given to O’Neil has the following conditions:

  • He is prohibited from having contact with, in public, whether by being in a group with, talking to or otherwise associating with particular people within a public place or any place that the public has access to, except when supervised by a member of the Rochdale Probation Service or similar organisation.
  • Entering or attempting to enter the area marked and outlined on the exclusion map except that he may access Cutgate Road, Rochdale, to the junction of Ings Lane to allow access to the Brotherod Estate.
  • Climbing on any property (including the roof) without the owner’s permission or without reasonable cause to do so.
  • Gaining access to any alleyway which is closed by means of alley gates.

Inspector Michelle Hughes for the Rochdale North Neighbourhood Policing Team said: “We are using these orders to tackle anti-social behaviour when offenders persistently cause harassment and distress for members of the public in Rochdale.

“We are hopeful that this will address O’Neill’s offending and improve the quality of life to neighbours and residents in the surrounding area. Anyone suffering anti-social behaviour should not suffer in silence.”

Breaching the conditions of a CRASBO could result in five years imprisonment for an adult.
With the introduction of new legislation in October 2014, future offenders will be given Criminal Behaviour Orders (CBOs).

Anyone who witnesses O’Neil breaching the terms of his CRASBO can contact police on the non-emergency number 101 or by calling Crimestoppers anonymously, on 0800 555111.
