Rochdale Council Cabinet meeting - Monday 10 March 2014.

The first item on the agenda is regarding non-domestic rates.

The Overview and Scrutiny committee have previously considered the report and would like to see it adopted by the Cabinet.

The Public Service Reform update is next.

The report updates councillors on progress and provides them with an update on the five themes and associated risk frameworks.

The next item on the agenda is the Public Service Reform – Enforcement Hub.

This report explains the duties that the local authority go to prevent crime and disorder.

A number of victim-based hubs have been created in the borough.

The Rochdale Safer Communities Partnership – Substance Misuse Strategy for 2013-2015 is next.

This is the first strategy of its kind in Rochdale with the aim to reduce crime and disorder as well as substance related hospital admissions.

Councillor Jean Hornby describes the report as “good”.

The Rochdale Drug and Alcohol Treatment Services report is next.

The report updates councillors on the recent re-tendering of drug and alcohol services in the borough of Rochdale.

Successful bidders, who will be awarded contracts from 1 April 2014, are Pennine Care NHS Foundation Trust, High Level Northern Trust and Early Break.

Agenda item eight is regarding the Domestic Violence and Abuse Strategy.

The Overview and Scrutiny committee have previously supported the report.

Councillor Sultan Ali describes the report as “an intense and comprehensive action plan”.

Councillors approve the report.

Item nine is regarding Premises Closure Order Policy.

The purpose of the report is to obtain approval and implementation of the premises closure order policy to tackle serious and persistent forms of anti social behaviour, including preventing the use of premises for child sexual exploitation.

Councillor Sultan Ali describes the report as “thorough”.

The Corporate Planning and Performance Management Framework is presented next.

The report is a refreshed Performance Management Framework.

Item 11 is regarding an Approved Provider List for Older People.

The report sets out plans to develop a provider list for older people services. It is also hoped to include people with physical disabilities.

Councillors agree the report.

Councillor Colin Lambert also wants to see a list drawn up regarding approved businessmen and traders.

A Tour De France update is next.

Councillor Peter Williams states that the council “intends to maximise the opportunity to the full”.

Up to £90,000 is being set aside to accommodate the Tour De France.

Council Executive Director, Mark Widdup states: “The borough has a positive track record with hosting events”.

The next item is regarding increasing Breastfeeding Initiation and Maintenance.

The report is to get the council to sign up to the scheme, which will support women who want to breastfeed in hubs in the area.

The final item on the agenda is regarding Building Maintenance of Education Premises.

The report proposes the expenditure of £274,000 on a list of scheme/projects in the Specified School Building Maintenance programme for 2014/2015.
