Decision deferred on ‘No Waiting At Any Time’ restrictions on Heywood streets

Councillor Ray Dutton, the Chairman of Heywood Township Committee, deferred the decision to be made by the committee regarding the proposed ‘No Waiting At Any Time’ restrictions on Barley Hall Street, Fold Street and Harold Lees Road.

Councillor Dutton made the decision due to lack of consultation and has moved the issue to the next full township meeting.

He stated that those for the proposed plans have a petition so this extra time will give those against the plans time to prepare.

He also stated that at the next meeting, a representative from both parties (for and against) can have a speaker address the committee.

In September 2013, the Heywood Township Delegated Sub Committee considered 23 objections to the proposed introduction of ‘No Waiting At Any Time’ restrictions on the proposed streets. The committee then rejected the initial proposals.

The proposals were then re-submitted in a modified form by the Highways Department. These plans were consideedr at the Heywood Township Committee meeting in November. The scheme was 'called in' and referred to the Performance and Scrutiny Committee in December. The issue was then deferred back to Heywood Township for further consideration.

Amended proposals presented to the committee now reduce the double yellow lines on both sides of Harold Lees Road to a distance of 15 metres from its junction with Barley Hall Street.

The double yellow lines on both sides of Barley Hall Street would remain as originally proposed north of the junction with Harold Lees Road, but would be shortened by 10 metres in length south of the junction with Harold Lees Road.

The double yellow lines proposed for Fold Street would remain as originally planned.

The next full township meeting is scheduled for Monday 9 June.
