Pennine Township Committee meeting as it happened

Chairman of the committee, Councillor Hussain welcomes everyone to the first meeting of 2014.

A minute silence is held in honour of Mr Davis who attended the meetings regularly but died in a tragic accident before Christmas.

The open forum starts the meeting.

A police update is presented to the committee.

The police report that victim based crime is down by 2% and Anti Social Behaviour is down by 7%.

Committee members were also updated on a Christmas event, which was held for vulnerable people in the area. Councillor Darnborough praised the event.

The next issue in the open forum is surrounding security footage from the bandstand at Hare Hill Park. The friends group want access to the room to see the footage.

Issues surrounding the park entrance are also brought up. The friends group don’t want to see steel barriers in place at the entrance.Councillor Clegg agrees that steel barriers are not the right thing to do.A report will be submitted to the sub committee regarding any plans for the entrance.

The Wider Reform Update is next.

The report notes that the website has had 1,399 visits to customer services.

The Council Tax support scheme is affecting 15,000 people with collections on target.

555 people have been awarded with Discretionary Housing Payments out of 901 applications.

The Hollingworth Lake Experimental Traffic Order Objection is next.

The report updates the committee on the experimental traffic order and asks that the committee recommend plans to keep the scheme
permanent.

The scheme has only received two objections. Councillor Dearnley praises those who have worked with this scheme.

The Hollingworth Lake Pavilion Restoration is next.

The report is regarding a restoration scheme, which incorporates opportunity for families to memorialise their loved ones, and help the restoration of the pavilion are at Hollingworth Lake. Representatives from Life For Life memorial forest express interest to the
committee to be involved with the scheme. Councillor Brett states that he would be against any scheme that had their involvement and would express why in private. Currently 25 families have expressed interest in the scheme. The committee agrees the proposals and will discuss locations at another date.

The Capital Programme for 2014/15 to 2016/17 is next.

The report shows general savings of £24,000, which will then be fed into the revenue budget.

The committee note the report and Councillor Clegg comments that the report is good work as usual.

Final item is Disabled Person Parking Bays.

The committee are asked to present any comments regarding the report which proposes a criteria and policy for any future Disabled Person Parking Bays. Councillor Burke states that the report is misleading. People can apply and pay for a bay but it does not make it theirs so anyone with a blue badge can later use it. Councillor Brett asks how officers will differentiate between old bays and new bays. Councillor Clegg states that it scares him that disputes are happening because of disabled parking bays. Councillor Hussain thinks that the traffic enforcement should pay for the bays rather than the township.
