Impact Partnership review nears conclusion

Rochdale Borough Council’s strategic review of the Impact Partnership is nearing conclusion.

The review proposes that the Council will undertake property, highways, payroll and elements of the ICT services.

Since 2006 these have been provided by the Impact Partnership, a joint venture between the Council and Mouchel.

The Council’s contact centre services and certain ICT services will still continue to be provided by Agilisys, which is contracted by the Impact Partnership.

The Council is also exploring delivering further services within the Agilisys contact centre, related to helping residents access services more effectively.

The recommendations have been approved by the Council Cabinet. The final report will be considered at a council meeting on 19 March.

Council Leader Colin Lambert said that in the six years since the original contract was entered into, the economy had fundamentally changed.

He said: “The original contract included targets for the delivery of jobs growth which have become increasingly difficult to achieve under the global recession and this, together with our push for even further efficiencies, are the key drivers behind this new proposal.

“During the review we have very carefully considered all options with the senior management of Mouchel, Agilisys and the Impact Partnership and this proposal is a mutually agreed solution.

“The final details are still being worked on, the negotiation of legal agreements is progressing and the proposal is being made in a completely amicable way.”

Staff who work for the affected services have been briefed on the proposals.
