Sparth masterplan idea approved

The demolition of Dane Mill for housing, the improvement of recreational access to the Roch Valley and improvements to Mandale Park are some of the key points of the Sparth Masterplan.

The aims, objectives and broad proposals for the Sparth Masterplan were approved by members of the Rochdale Township Committee on Wednesday night, meaning that a detailed action plan can be published and proposals pursued in consultation with residents and businesses.

The objectives of the Sparth Masterplan are to:

  • support the speedy adoption and implementation of the GM Joint Waste Plan proposals, particularly new built waste management / recycling facilities at Sparth;
  • secure better management of existing industrial / waste uses in the area through enforcement and joint working with businesses;
  • give certainty and confidence to developers and businesses about the future of the area to encourage investment;
  • secure Improvements to Mandale Park to improve recreational and ecological potential and safety and security;
  • improve recreational access to the Roch Valley;
  • secure environmental improvements to Sparth; and
  • secure the development of sites at Oakenrod and the demolished Dane Mill for housing.

While not a formal part of the Development Plan, a masterplan would be used to guide the development management process, and would indicate the sort of development proposals that would be likely to be looked on favourably.

A report written by Paul Simpson Deputy Chief Planning Officer Planning and Regulation Services Rochdale MBC, read: “The Council acknowledges the need to improve Sparth and has looked at various regeneration options over the years.

“Little progress has been made and no resources for major intervention are available or likely to be in the foreseeable future.

“Sparth needs certainty with regards to its future so that residents and businesses alike can invest in improvements and so that landowners and developers can invest in new development.”
