Sir Cyril Smith
Sir Cyril Smith is to perform the ceremony at the re-opening event of Packer Spout Fountain on Monday 18 December - Packer Spout has particular significance to Sir Cyril Smith as he gave his first public speech from the steps.
This historic feature has great significance to the town of Rochdale, being the site of the original water source for the town centre since 1760, and the creation in the 1935 of new gardens and a fountain feature, Packer Spout.
The garden area and fountain have been completely refurbished and improvements to the lighting of the area have also been carried out.
