Is the Council paying too much for grit?

Rochdale Borough Council Snow Plough/Gritter at work on the Borough's roads
Is Rochdale Council having to pay over the odds for grit, due to not having enough of their own stock, is a question being asked after it was revealed that the Council approached Oldham Council last week to buy tonnes of their stock - this despite statements by Rochdale Council suggesting there was enough grit in stock to keep the borough's roads gritted.
Oldham refused what was described as "a tempting offer".
Rochdale Council had previously approached Oldham in October and bought a "few hundred tonnes".
