A man has been charged with conspiracy to kidnap in connection with the incident, but police said Mr Brady is still missing.
A member of the public called the police when they spotted the man being taken, a police spokesman said.
A 34-year-old from Burnley has appeared before the town's magistrates where he was remanded in custody.
A police spokesman said: "The whereabouts of Paul Brady are still unknown and the inquiry continues to secure his safe release."
Officers are appealing for anyone with information about Mr Brady to contact them.
