When is July September?

The 'September' issue of Rochdale Borough Council's 'propaganda' magazine, Local Matters, has for the past week (the last week in July) been dropping through letterboxes throughout the Borough.
Compounding the intent to mimic the policy of magazines on news stands, whose publishers use this tactic to try and extend shelf life, the welcome column on page three from Chief Executive Roger Ellis begins: "It's time to get ready to go back to school"... when schools have only just closed for the long summer holidays.
However, to her credit, Council Communications Manager Kate Lindley, did something rarely seen from council officers, she immediately held her hands up and agreed when it was suggested it was a daft idea.
Ms Lindley said it would be sensible in future for each issue to have the month of delivery on the cover.
