John Bland's Invitation To Join The PRG

Date published: 24 July 2009

John Bland Treasurer and Deputy Clerk to the Greater Manchester Waste Disposal Authority (GMWDA) is to join the Project Review Group (PRG), following an invitation from Her Majesty’s Treasury (HM Treasury).

John has been Treasurer at GMWDA since 2002, and previously worked at Oldham Council as Director of Finance and Information and Communication Technology (ICT) for 6 years, as well as being awarded Finance Director of the Year 2007.

Mr Bland has been heavily involved with the procurement of the 25 year PFI Initiative waste and recycling contract. GMWDA recently signed a 25 year Private Finance Initiative (PFI) waste and recycling contract with Viridor Laing (Greater Manchester) Limited. The PRG oversees the approval process for local authority PFI projects that receive Government support.

The waste management project will provide a revolutionary integrated solution for the 1.3 million tonnes of municipal waste which the Authority handles each year, and is the first of its kind in the UK on this scale.

GMWDA provides waste disposal services for 973,000 households in Rochdale, Bolton, Bury, Manchester, Oldham, Salford, Stockport, Tameside and Trafford. It handles around 5% of National Municipal waste.

Councillor Neil Swannick, Chair of GMWDA commented: “We are delighted John has received this invitation to join the PRG. This is an outstanding achievement for both John and the Waste Disposal Authority. John is a highly valued member of the team and his depth of experience and knowledge from the Greater Manchester PFI project will assist him in his role as part of the PRG.”
