Heywood township resolutions and manifesto

Heywood township took a big step towards taking control of services delivered in Heywood - when at the Township meeting on Monday 21 May important resolutions were passed and the launch of a new manifesto for Heywood was approved. Chairman of Heywood Township Councillor Colin Lambert said: "This is the start of a Heywood agenda, which will evolve as each community develops its own priority needs."

Resolutions passed by the Township:

  • That the pilot alternative weekly collection of household waste be ended and that the weekly collection of household waste in Heywood be continued.
  • We fully support the extension of recycling and ask that it is made available to all residents.
  • This township welcomes the increase in the Youth Services budget for this year and recommends to the council that this is continued year on year until the investment in youth services meets the recommended level for the borough
  • This township calls for an extension to the alley gating scheme for the next two years and asks for continued investment at the current level.
  • This township recommends that the number of portfolio holders on the cabinet be reduced to six and that the Cabinet remains at ten members, with the inclusion on cabinet of the four township chairs. This gives township a direct involvement which gives more influence to the matters being devolved.
  • This township calls for local decision making on local services, each ward / community to be involved in prioritising the services they want to see improve, such as grass cutting, highways , street cleaning.
  • Through the new police structures - communities to meet regularly with the police to decide on local priorities and local action.

Township also approved on a majority vote [ 7 - 2]

A Manifesto for Heywood:

  • 2% Council Tax rebate for pensioner only households
  • Further investment in Youth Services - to take the young people off the street corners and provide them with activities
  • A two year extension to the alley gating scheme
  • Retaining the weekly household waste collections
  • Extend recycling to all households
  • Introduce ward forums to bring local decision making to the community
  • Campaign for improved public transport
  • Campaign for local health services and access to acute services locally
