Council house youths given ASBOs

Two young residents of Rochdale Boroughwide Housing houses have been given Anti-Social Behaviour Orders. Thomas Francis Ward was made the subject of a three-year ASBO by Rochdale Magistrates Court; although he has now moved out of the area, Ward used to live at Halton Block, Angel Meadow. Meanwhile, Wayne Bainbridge of 94 Turf Hill Road was made the subject of a two-year ASBO.
Thomas Ward, aged 12, has been involved in a catalogue of anti-social behaviour and criminal activities in and around the Kirkholt area of Rochdale and in various areas of Heywood, in particular the Angel Meadow estate and Market Street. This included racially aggravated harassment, verbal and homophobic abuse, intimidation, criminal damage and property, robbery and public order offences.
Following reports of nuisance from residents of the Angel Meadow and Kirkholt estates and retailers in the centre of Heywood, Rochdale Boroughwide Housing's Legal Services and Enforcement Team worked closely with tenants, retailers, the Local Housing Office and Greater Manchester Police, to collect evidence to secure the Order.
The Anti-Social Behaviour Order bans Ward from entering the Angel Meadow Estate, together with any retail or commercial premises on Market Street, Heywood.
He is further prohibited from:
- Acting in an anti-social manner.
- Associating in public with named individuals.
- Urinating or Defecating in public places.
- Possessing petrol and/or other inflammable liquids and/or aerosol sprays in a public place or a place to which the public have access.
- Possessing golf clubs in a public place or a place to which the public have access.
- Approaching, threatening, intimidating or communicating directly or indirectly with any witnesses.
- Entering or attempting to enter any shop or business premises on The Strand in Kirkholt.
This Anti Social Behaviour Order follows a similar ASBO granted earlier against Ward’s elder brother, Anthony Michael Ward on 18 January this year. The conditions of Anthony’s ASBO are the same as the order against Thomas bar possessing golf clubs. Some of the people he is not allowed to associate with also differ.
Anthony and Thomas Ward have caused extensive harassment, alarm and distress to the residents of Heywood and Kirkholt for a period of over 18 months. The Order has been sought to protect the residents of Heywood, Kirkholt and surrounding areas from further anti-social acts from them.
Wayne Bainbridge, aged 17 years, has been involved in a catalogue of anti-social behaviour and criminal activities around the Turf Hill area of Rochdale in particular on Turf Hill Road and Springhill School. The behaviour included harassment and intimidation, loud music, youths congregating at his property, rowdy behaviour, criminal damage, theft, verbal abuse, threatening and violent behaviour, and public order offences.
Following reports of nuisance from residents of Turf Hill, Rochdale Boroughwide Housing’s Legal Services and Enforcement Team worked closely with tenants, the Local Housing Office and the Police, and Springhill School to collect evidence to secure the Order.
The Anti-Social Behaviour Order prohibits Bainbridge from:
- Acting in an anti-social manner.
- Entering Springhill High School, Turf Hill Road, Rochdale and the grounds surrounding the premises.
- Associating in public with named individual in a public place.
- Being in possession of illegal drugs or substances in a public place.
- Playing amplified entertainment at an excessive volume to cause nuisance to neighbouring properties.
- Approaching, threatening, intimidating or communicating directly or indirectly with any witness identified in these proceedings.
Wayne Bainbridge has caused extensive harassment, alarm and distress to the residents of Turf Hill Road for many years. The Order has been sought to protect the residents of Turf Hill Road and surrounding areas from further anti-social acts from him.
