Government announces pothole funding - and crackdown on roadworks

Two of Rochdale Borough’s MPs, Paul Waugh (Rochdale) and Elsie Blundell (Heywood and Middleton North), have welcomed a landmark government announcement addressing long-standing road infrastructure issues.
The measures include record funding to tackle potholes and tougher enforcement on utility company roadworks, following extensive campaigning by local councillors, a cross-party motion at Rochdale Borough Council, and a joint letter to the Roads Minister from the two MPs.
The government has committed £1.6 billion to local highway maintenance across England, enough to repair up to seven million potholes. Local authorities are expected to see an average 40% increase in their maintenance funding, which will help Rochdale Council address long-standing issues with road quality and safety.
The government has also announced measures to address disruption caused by poorly managed roadworks. Key measures include:
- Extended fines: Utility companies will face £10,000 daily penalties for overrunning roadworks on weekends and bank holidays, in addition to weekdays.
- Lane rental schemes: Greater Manchester to have new powers to charge up to £2,500 per day for roadworks on key routes.
- Improved coordination: Councils will be empowered to better manage and deconflict roadworks to prevent simultaneous disruptions in the same area.
While these measures do not yet deliver in full on the ask outlined in Rochdale Borough Council’s motion, they represent a major first step. It is hoped that further action from Transport Secretary Heidi Alexander may follow later this year, building on the progress announced.
Elsie Blundell, MP for Heywood and Middleton North said: “The last Conservative Government left holes in our nation’s finances and our roads. But with this new commitment, the Labour Government is enabling local councils to repair the damage giving our residents the roads they deserve and have paid for. Good roads help local businesses, families, and the buses to run on time.”
Paul Waugh MP said: "This is a major breakthrough in our campaign to improve the roads across Rochdale Borough.
"It’s a win for residents and businesses who have endured unnecessary delays for far too long. While there’s still more work to do, these reforms are a fantastic first step. I look forward to continuing to work with Transport Secretary Heidi Alexander to secure even more action later this year."
This announcement marks a significant milestone in improving Rochdale Borough’s road network, ensuring it meets the needs of residents and businesses while laying the groundwork for long-term infrastructure improvements.
