New housing scheme launched to support Rochdale's rough sleepers

Homelessness is being targeted by the scheme
A new housing scheme has been launched by MSV Housing Group, Stepping Stone Projects, and Rochdale Borough Council, dedicated to helping homeless adults transition into stable accommodation.
The new scheme, housed in a converted former office building, offers four newly renovated, energy-efficient, one-bedroom apartments.
This project, funded by the Rough Sleeping Accommodation Programme (RSAP) with £120,000 from the Ministry of Housing, Communities and Local Government and Homes England, marks an expansion of support for homeless individuals in Rochdale.
Under the arrangement, MSV Housing Group owns the property, while Stepping Stone Projects, in partnership with Rochdale Borough Council, will provide critical support services to the residents.
Following the initial launch of five supported homes in 2022, this new scheme represents the second phase of MSV’s rough sleeping initiative.
Charlie Norman, chief cxecutive officer of MSV Housing Group, said: “The opening of this scheme marks a significant step forward in addressing homelessness in Rochdale and Greater Manchester and shows how working together and closely collaborating can make a real difference, creating environments where people can flourish.
“We really appreciate working in partnership with Rochdale Council, Stepping Stone Projects, and everyone involved. A warm, safe home is the springboard to a stable and healthy life. I’m really pleased to hear that the residents have settled in well and wish them all the very best.”
Liz Varey, assistant director of operations at Stepping Stone Projects, echoed this sentiment, stating, “Working alongside MSV and RBC to develop this accommodation project has been a real privilege.
"Our shared values and dedication to ensuring everyone has a safe and secure place to call home is evident in the high quality of these properties. We believe that people can achieve incredible things with the right foundations, and I am excited to see what the future holds for our four current occupants.”
Rochdale MP Paul Waugh expressed his support for the scheme, saying: “I’m delighted that this groundbreaking partnership is creating much-needed homes for the homeless in Rochdale. It’s fitting that this project is located in the very heart of our town because helping those most in need is at the heart of what we Rochdalians are all about.
“This is also a great example of close cooperation between central, regional, and local government, and it wouldn’t have been possible without MSV, Stepping Stone Projects, and Rochdale Borough Council.”
Stepping Stone Projects is an organisation which offers housing and support services for individuals at risk of homelessness. Dedicated to ending homelessness by 2034, Stepping Stone Projects focuses on providing quality accommodation and the support needed for individuals to achieve independence and maintain stable housing.
