Cabinet passes Traffic Regulation Order for Edenfield Road

Rochdale Council Cabinet has passed a Traffic Regulation Order for Edenfield Road, Rochdale.

The Order will be implemented at Edenfield Road, Rochdale (Sandy Lane to Cutgate) as originally proposed to the Rochdale Township Action & Resources Sub-Committee in March this year. 

A service request from a member of the public highlighted the difficulty caused by parked vehicles on Edenfield Road which obscure visibility close to its junctions with Phyllis Street and Baildon Road creating potential hazards for emerging motorists.

Approximately 13,500 vehicles use Edenfield Road (A680) in an average day and three injury accidents were recorded in the last three years on this section.

‘No Waiting At Any Time restrictions’ are proposed to remove parked vehicles from the:

 

  • Approach to Edenfield Road along each of Baildon Road, Phyllis Street and Passmonds Crescent
  • Aproach to Edenfield Road along Amy Street which already has restrictions marked on it which do not appear in a Traffic Regulation Order
  • Informal white hatched markings on Edenfield Road at the junctions of each of Baildon Road, Phyllis Street, and Passmonds Crescent. Marked out parking bays on Edenfield Road in these locations are mostly reduced in length to further improve junction visibility for both emerging traffic from side streets and increase their conspicuity to main road traffic
  • Westbound exit from Sandy Lane junction to protect a section of cycle lane up to a point where an existing marked unrestricted parking bay reaches sufficient width for a vehicle to fit in it without obstructing the cycle lane
  • Eastbound cycle lane beyond Passmonds Crescent heading towards Sandy Lane where it is frequently obstructed by parked vehicles up to and including the bus stop situated in the layby just before the Sandy Lane junction
  • South side of Edenfield Road between Upper Passmonds Grove and Cutgate Shopping Centre where isolated indiscriminately parked vehicles do restrict the free movement of through traffic
  • North side of Edenfield Road between the pelican crossing situated to the west of Amy Street to Somerset Grove where isolated indiscriminately parked vehicles do restrict the free movement of through traffic.

At four bus stops, the proposed ‘No Waiting At Any Time’ restrictions are to be supported by ‘No Stopping Except Buses’ restrictions. At two bus stops situated where there are no proposals to introduce any waiting restrictions, ‘No Stopping Except Buses’ restrictions are proposed between the hours 7am and 11pm. 

Marked unrestricted parking bays situated on the south side of the Edenfield Road dual carriageway section between Willbutts Lane and Upper Passmonds Grove remain unaltered except for a minor increase in the length of a bus stop marking situated opposite Passmonds Crescent.

At the public advertisement stage nine objections were received which were reported to the sub-Committee on 7 March 2017. During the preparation of this scheme some five supportive service requests have been received.

Funded from Township Capital Funds, the estimated cost of the order is £4,000. Amendments to the proposals may require additional funding to fully introduce them.
