Preferred bidder deselected on streetlight PFI

Rochdale Borough and Oldham Councils have taken the decision to deselect the Community Lighting Partnership (CLP) as preferred bidder on its jointly procured streetlighting project.

CLP, a consortium of Eon, Land Securities and Pell Frishcmann will now be invited to resubmit a bid along with Scottish Southern Electric who missed out on selection when the preferred bidder was announced in April of last year.

According to reports, the decision was taken after the councils became frustrated over the reluctance of CLP to take the project to financial close.

A spokesperson for Rochdale Borough Council said: “Rochdale Borough Council and Oldham Council can confirm that we have de-selected Community Lighting Partnership (CLP) as the preferred bidder for our joint street lighting project. CLP and Scottish and Southern have now been invited to submit revised proposals. To protect the commercial and confidential procurement process we are unable to comment further at this stage."
