Christmas Day fly tippers fined

Date published: 25 January 2015

The person responsible for fly-tipping in Ashworth Valley on Christmas Day has been given a fixed penalty notice of £100, reduced to £50 for early payment.

A number of readers identified the names that were on cards in the fly tipped rubbish and the Vauxhall Zafira car, from which the rubbish was dumped, as that of Sarah and David Rylance, who live on Sandy Lane.

It is understood that David Rylance admitted responsibity for the fly tipping.

Rylance was caught on CCTV driving through Ashworth Valley on Christmas Day dumping rubbish.

The fine comes under the Environmental Protection Act 1994, which amongst other matters, covers littering, fly-tipping, refuse and the collection and disposal of waste.

Ashworth Valley residents were pleased, a spokesman said: "The fine is insignificant in the grand scheme of things, but it is gratifying to know that with the help of Rochdale Online and their readers, who were obviously appalled by the actions of these people, enough came forward to 'name and shame' the people concerned. This must be of great embarrasment to offenders. At least they had the stigma and hopefully a lesson learned for them and potential flytippers."

Mark Widdup, Director of Economy and Environment at Rochdale Council, said: “With the help of the public, we have identified the person responsible and have dealt with the matter successfully.”

The family were contacted to comment but did not respond.
