The car park at the former St Andrew's and Broadwater site in Rochdale town centre is expected to open on Monday 17 November.
Milton Street becomes two way, so people can access the car park via Smith Street or Baillie Street.
The car park will have 100 spaces plus 15 disabled and will operate as other council car parks with free parking available for anyone arriving after 3.00pm during the week and all day on Saturdays and Sundays.
