Rochdale Borough Council Planning Officers supported the application claiming that whilst the proposed dwelling represented 'inappropriate development' in the Green Belt, 'very special circumstances' existed to depart from national policy.

The Planning Committee of councillors agreed unanimously that no special circumstances were found.

Anne Shorrock of Bamford Green Belt Action Group said: "This is a triumph for the community. Eighty-three individuals registered their objections. Also The Norden Forum and The Birtle Trust objected on behalf of many people who attended their December meetings. The Campaign for the Protection of Rural England also objected."

Councillor Peter Winkler and Councillor Ian Duckworth both spoke against the application on behalf of Norden and Bamford Ward residents respectively.
