Minutes of the 88th meeting on 21 February 2012.
Present: Cllr. Peter Evans (Chairman), Cynthia Davis, John F Kay, John Kershaw, Cllr. Ann Stott, Barbara Tunstall, Barbara Weatherley, Bob Weatherley, Roger Davis.
1. Minutes of the last meeting (no. 87) approved.
2. Matters arising from meeting no. 88 that are not on the agenda.
2.1 Mechplant obstruction of Schofield Street.
Cllr AS had written to the Portfolio holder for Environment (Cllr. Martin Burke) requesting action is taken regarding the barrier on this unadopted public highway. A response had been received from Tim Wood of Highways. This is a précis of his e-mail. He stated it is not an adopted highway, only serving as “private” access to premises including the former council depot and Mechplant. There are no connecting public rights of way and it is in effect a cul-de-sac. He would say no public rights of way exist on this route unless evidence can be produced to the contrary. Highways Authority only enforces public rights.
JFK will investigate and seek local comments.
3. Durn.
JK advised that the Brierstone Site board had been removed and it had been stated they had gone into liquidation.
It was agreed we wait developments but in the meantime JFK would write to Peter Rowlinson (RMBC) requesting that the council give the yard to Littleborough Marina CIC.
4. Akzo Nobel site.
4.1 Planning Application by Countryside Properties. This is under consideration by the planning department and there have been numerous objections.
4.2 A public meeting is to be held at a date to be arranged.
5. Littleborough Volunteer Lengthsman Scheme.
5.1JFK had attended a meeting and explained the proposal. Attached is a resume of what is involved. It was agreed members would study this and the matter be considered at the next meeting.
5.2 JFK will invite BW personnel to our March meeting.
6. Next meetings. Tuesdays 20 March, 17 April and 15 May. All at 19.30h in United Reform Church, Victoria Street, Littleborough.

Re item 3 above. Response from Peter Rowlinson to JFK’s e-mail.
I do understand that there was a liquidation of one company but have subsequently been informed of a cash injection from the sale of a large site. It hasn’t translated into any obvious action and I have recently discussed the site as a possibility for a different model of development as part of a Greater Manchester initiative.
