Rochdale Council Cabinet meeting as it happened

The meeting starts with a discussion about the corporate plan 2014-2105 Outturn and Corporate Plan 2015-2016.

The purpose of the report presented to councillors is to report performance in relation to the delivery of the Corporate Plan for 2014-2015 and to seek approval to the refreshed plan for 2015-2016.

In March 2014, Cabinet approved the Corporate Delivery Plan for 2014-2015 and this was subsequently translated into directorate activities contained within Directorate Plans and Township Plans for 2014-2015.

There is a need to put in place a Corporate Plan for 2015-2016, pending a review of priorities for 2016-2019 by councillors later this year.

Public Health Commissioning is next.

Councillors are updated on the proposed Public Health Commissioning decisions and to agree delegated authority to meet agreed timescales. Councillors are also updated on national announcements about potential in year changes/cuts to the Department of Health Public Health grant to the council.

Budget Approvals by Directors Delegated Powers in 2014/25 is next.

Councillors are provided information and details of approvals of spend under delegated powers and financial regulations in relation to Revenue and Capital Schemes funded by additional grants or income during 2014/2015. Councillors are asked to note the approval of spend under delegated powers made by Services during 2014/2015.

Public Protection Enforcement Policy 2014 is next.

On 6 April 2014 the Regulators Code (the ‘Code’) came into effect. As regulators, officers within the Council’s Public Protection Service have a statutory duty to have regard the code. The Code requires that Enforcement Policies are updated to reflect the new requirements of the Code. The report to councillors seeks approval of the draft revised.

Waste and Recycling Collection Service review is next.

Councillors are asked to approve, as a basis for consultation, the draft Rochdale Borough Council Waste Management Strategy 2015-2020. Councillors are also asked to approve, as a basis for consultation, the draft Rochdale Borough Council Waste Collection Service Policy and are asked to approve the public consultation relating to the adoption and roll out of the prosed changes to Domestic Waste Collections.
