Council owns a 'strategic part' of controversial asbestos factory

Rochdale Online has discovered documents that may put Rochdale Borough Council in a difficult position regarding the former Turner Brothers Asbestos site in Spodden Valley that was once the largest asbestos textile factory in the world.

Land Registry records reveal that Rochdale Borough Council owns a strategically significant parcel of land within the asbestos factory site (ref: GM884182). The Council gained title to the land in 2001, some three years before the controversial felling of woodlands around the former Turner Brothers Asbestos factory.

The parcel of land owned by the Council is a section of Woodlands Road beside the junction of Rooley Moor Road. It is strategically important as it could allow for highway widening and junction improvements that may allow improved vehicular access to the 72 acre site. A 'gateway' that may benefit any commercial development – perhaps especially for any residential access.

The ongoing PFI replacement of road lighting has seen several lampposts being replaced in this area of Woodlands Road - now known to be owned by the Council. No mention of the Council's ownership of the land was made when members of the public asked questions about these street lights.

Important decisions involving the health and future of Rochdalians must be completely open and accountable. Rochdale Borough Council, as a planning authority, must be unbiased in all engagement with the public they are supposed to serve.
